Humboldt State University Sponsored Programs Foundation (HSU SPF) encourages campus personnel to engage in a variety of scholarly and creative activities, including those leading to external funding or income from public agencies, private entities and individuals, and entrepreneurial ventures.
Agreements with certain federal agencies allow the university to drawdown funds as needed to cover actual expenditures incurred on a given award. After work on the award has commenced and expenditures are recorded, the university accounting office may process a cash drawdown to cover such expenses.
As an authorized auxiliary of Humboldt State University (HSU), one of the responsibilities of the Humboldt State University Sponsored Programs Foundation (SPF), is to manage grants and contracts awarded by various Federal agencies, units of state and local governments, and private foundations and corporations to support research and educational programs conducted by HSU faculty and administration.
The Federal Funding Accountability and Transparency Act (FFATA or Transparency Act - P.L.109-282, as amended by section 6202(a) of P.L. 110-252) requires the Office of Management and Budget (OMB) to maintain a single, searchable website that contains information on all Federal spending awards. FFATA requires all recipients of federal awards to report purchases of $25,000 and greater under federal contracts. The act requires the reported data be made available to the public via www.USASpending.gov.
2 CFR Part 180 provides Federal guidance from the Office of Budget Management (OMB) for government-wide debarment and suspension. The purpose of the debarment and suspension system is to maintain integrity of Federally funded grants and programs by ensuring that procurement and non-procurement transactions are conducted only with responsible parties.
The intention of the policy set forth below is to establish a uniform policy which covers state and federal laws and regulations currently in place and those anticipated and to provide the public with accountability in the institution's dealings with external organizations.
